During a meeting in his office with Deputy President of the Contractors Syndicate Fouad Al-Duwairi and members of the Syndicate Council, attended by the Ministry’s Secretary-General Dr. Jamal Qutaishat and Director General of the Government Tenders Department Eng. Mahmoud Khalifat, Minister of Public Works and Housing, Eng. Maher Abu Al-Samman, emphasized that the contracting sector is one of the main pillars of the national economy and contributes to the operation of dozens of related sectors. He affirmed the government’s commitment to the growth and prosperity of the sector.

Abu Al-Samman stressed the importance of cooperation and partnership between the Ministry and the Syndicate to ensure projects are executed according to technical specifications and agreed timelines, while also emphasizing the need to enforce laws and adhere to contract provisions.

The Minister highlighted the necessity of maintaining the work of the Supreme Committee formed to address obstacles and issues related to contractors’ work. He reaffirmed the Ministry’s commitment to supporting contracting companies and opening markets for them abroad.

In this context, he pointed out the government’s efforts to open promising contracting markets in neighboring Iraq to Jordanian contractors, calling for the formation of a consortium of contracting companies to strengthen their financial and technical capacity, enabling them to participate in major tenders outside Jordan.

Abu Al-Samman directed amendments to tender submission regulations, requiring companies to submit certified checks when bidding, while ensuring that financial guarantees for advance payments and performance bonds are accepted, protecting the Ministry’s rights under the contract.

For his part, Deputy Syndicate President Fouad Al-Duwairi stated that the Ministry of Public Works acts as a guardian of the construction sector, which plays a pivotal role in the national economy.

Al-Duwairi called for increasing the sector’s share of capital expenditures in the upcoming budget and involving the Syndicate during its preparation, noting that the sector drives other industries and serves government interests. He also addressed challenges contractors face when working with both public and private sectors.

He further emphasized the need to hold a broad meeting with all relevant stakeholders to discuss in detail the concerns, challenges, and problems facing the sector and to work toward solutions that serve the interest of all parties.
